Paper Referee

I just reviewed a paper as acceptable but with major revisions. I feel bad. I don't like giving bad feedback... But this journal paper didn't have a related work section, results section or a discussion! The implementation and idea was good. But I didn't see why they did it, or their point. Oh dear. Life as a researcher is indeed hard.
